Compliance: KZN municipalities under pressure

KZN MUNICIPALITIES were told by the national and provincial treasuries that heads would roll should they not comply with the municipal regulations on minimum competency requirements.

Provincial treasury spokesperson Ntokozo Maphisa said yesterday that in 2007, municipalities were given five years to comply with regulations on minimum competency prescribed by the national treasury. These regulations comprised four specifications: a higher education qualification, work-related experience, compliance with competency regulations and inclusion of performance agreements for managers.

“Regulations are a result of an extensive consultation process and the agreement was reached that by January 1, 2013 all municipalities must have satisfied these regulations,” said national treasury chief director on capacity, Schalk Human.

Finance MEC Ina Cronjé said officials who failed to comply or meet the minimum regulations would lose their jobs.
