Councils yet to fully comply on audit units

About 33% of KwaZulu-Natal’s municipalities are yet to establish the mandatory internal audit committees, Local Government, Housing and Traditional Affairs MEC Mike Mabuyakhulu said yesterday.

The Municipal Finance Management Act requires that all municipalities set up these committees whose core functions include conducting investigations into the financial affairs of the respective municipality and providing support to the municipality’s internal audit function.

Delivering a keynote address at the start of the two-day provincial general council of the South African Local Government Association (Salga) in Durban yesterday, Mabuyakhulu said the matter required urgent attention.

"This is a matter we would like to request Salga-KZN to immediately take up with its affiliate municipalities.

"As a province, we have taken a position that by the end of June all municipalities in this province must have these committees fully operational," he told the delegates, who included mayors and municipal managers.

Mabuyakhulu also raised concern on the issue of municipalities that received disclaimers and qualified reports from the Auditor-General, but said that the numbers were on the decline.

"We would like all those municipalities to give us a detailed report before the end of March on how they are planning to address the issues that led to the audit queries.

"We trust Salga will take a lead on this matter on behalf of its members."
