Grant not a wage subsidy

THE job-seekers grant mentioned by president Jacob Zuma in his opening speech to the ANC’s policy conference is not a youth wage subsidy by another name, according to the party’s policy head Jeff Radebe.

Among those who thought it might be was Cosatu general-secretary Zwelinzima Vavi who has led the labour federation’s charge against the youth wage subsidy. Vavi told The Witness yesterday that after hearing Zuma’s speech, he made initial queries about the proposed grant.

He was not so sure that it was the same thing, but Cosatu would ask for more information before commenting.

Radebe told reporters yesterday that the subsidy and grant were two different things.

The proposal for a grant came from the Youth League and the National Youth Development Agency.

According to Radebe it was being discussed in the commissions on social transformation and the outcome of that debate would be known by today.

The proposal for the job-seekers grant says it must be linked to skills development.

The commissions on social transformation will also debate the critical issue of land reform today and whether it can be speeded up without requiring an amendment to the Constitution.
