KZN budget to stress finance control

FINANCE MEC Ina Cronje is expec­ted to stress the importance of sound financial management, while also presenting the KZN government’s vision for the province when she makes her budget speech in the Legislature in Pietermaritzburg this morning.

Judging by KZN Premier Dr Zweli Mkhize’s recent state of the pro­vince address, other areas of potential focus include rural development, agrarian reform and food security, crime and good governance.

It is expected that Cronje will also focus on access to viable and sustainable economic opportunities.

Employment creation will undoubtedly be on the agenda in this year’s provincial budget.

Last year, the provincial budget’s employment creation interventions centred on skills development ini­tiatives and an “expanded public works programme incentive” conditional grant.

Infrastructure development has dominated the provincial landscape in recent years, and Cronje is expected to provide feedback about the province’s major projects, encompassing housing, roads and the new international airport in La Mercy.

As has been the case in the past, social spending will form the core of the budget, with the provincial education and health departments expected to receive a large chunk of the budget allocation.

Cronje is likely to exercise fiscal prudence in the wake of the recent economic recession and amid signs that of a modest economic reco­very.
