Licences: Demerit system delayed

CONTRARY to earlier media reports that the Administration and Adjudication of Road Traffic Offences Act (Aarto) will be rolled out in KwaZulu-Natal by December, the Transport Department said yesterday KZN will be part of a national roll-out plan next year.

National Department of Transport spokesman Collin Msibi told The Witness that Aarto will, for the time being, concentrate around Gauteng as a pilot project.

“As a pilot project, we cannot give a specific period when it will be launched in KwaZulu-Natal and the rest of the country, but we hope to launch it some time next year and definitely not this year,” he said.

Msibi said Aarto forges a more efficient link between the enforcement and the adjudication process. Through the Points Demerit System, the department will identify habitual offenders, which may lead to the suspension of driving licences.
