Lists: Zuma promise may be hollow

President Jacob Zuma’s promise that the ANC will re-look at candidate lists to replace unpopular candidates after the election, may not be feasible under current electoral legislation.

Once the lists have been submitted ward councillors can only be changed through a by-election. While it is easier to recall proportional representative (PR) councillors, a person can only be replaced by the next person on the list and not just by anybody. Political Analyst Aubrey Matshiqi told the Sunday Tribune that it was likely that the ANC had promised to re-look at its lists because it feared a loss of credibility. Matshiqi said this could backfire as the party could lose more credibility if it failed to deliver on this promise.

Zuma said last week that the ANC would reconsider its candidates after the poll in wards where the lists had been tampered with.

ANC spokesperson Keith Khoza is reported as saying that the Party was appointing a committee to look at the issue.
