Local elections: ANC manifesto promises clean govt and transparent tender processes

THE African National Congress says in its manifesto that it is guided by two principles - working together can achieve more in addressing problems faced by the country and things need to be done differently to bring faster change.

The ANC promises to:

• Develop local economies and create more jobs

The ANC’s New Growth Path programme will create five million jobs over 10 years and its jobs fund will put R9 billion towards job-creation initiatives over the next three years. The infrastructure development programme will create 250 000 jobs annually. The party also has plans to support small businesses, create jobs for youth and focus on rural development.

•Increasing access to public services

The ANC plans to broaden access to local public services and has committed more than R800 billion for social and economic infrastructure over the next three years. It will also provide roads, water infrastructure, sanitation and electricity faster, especially in the rural areas. It will expand free basic services and build child-friendly facilities in municipalities over the next five years.

• Build more united, non-racial, integrated and safer communities

• The ANC promises to build 400 000 housing units in the next five years, improve informal settlements in 45 municipalities and implement a national “clean communities” campaign. It plans to fight crime by increasing the visibility of police officers, providing more police stations and encouraging communities to form committees focused on combating crime. It also promises to ensure that 90% of all ward committees are fully functional and better resourced over the next five years.

• Ensure more effective, accountable and clean local government

Local government that works with the national and provincial government is an ANC priority. The party promises greater community participation in choosing candidates and to ensure that each municipality regularly reports on its performance plan, allowing intervention if necessary. It also vows to make the tender processs transparent and to deal with corruption.
