Madonsela to probe Mpisane tenders

A PUBLIC protector probe is to look into the relationship between the charismatic “tender queen” Shauwn Mpisane and Durban metro’s leadership.

Confirming the investigation, city manager Sbu Sithole said they “would comply” as much as “practically possible” with any demands by Thuli Madonsela’s office.

The complaint lodged by the DA claims it is “beyond rational belief” that Mpisane’s company Zikhulise Cleaning and Maintenance Service “deserves so much work” from the city. In the initial submission made by the DA’s eThekwini caucus leader Zwakhele Mncwango, he said smaller contractors “were being denied similar opportunities” because of the city’s “favouring of Zikhulise”.

The protector has since widened its scope of investigation to look into all Section 36 awards — a municipal regulation that allows normal tender processes to be circumvented — over the last 10 years.

“The protector’s office told me that in order to investigate our claim they will need to see the bigger picture to make an informed comparison and ruling,” said Mncwango.

The NFP’s Bongiwe Mtshali said they “fully support” the investigation as the process of Section 36 was “being abused”.

The IFP’s Mduduzi Nkosi said the probe should “not end there” calling for a complete investigation into all tender awards. “The problems with the large number of Section 36 decisions is the result of cadre deployment. Officials who do not have the required skills are forced to go this route because they do not plan adequately,” said Nkosi.
