Mjwara ‘received massive bonus despite charges’

AMID allegations that former KZN Agriculture head of department, Dr Jabulani Mjwara may still be benefitting from department tender contracts of over R2 million, media reports have stated that Mjwara was awarded the highest possible performance bonus, six months after he was charged with financial mismanagement.

More than R80 million went missing from the KZN Agriculture Department during Mjwara’s tenure, but the provincial treasury has withheld the findings of a forensic investigation into fraud and financial mismanagement.

Documents provided to a Sunday newspaper reveal that Mjwara was awarded eight percent of his annual salary as a performance bonus for his last two years at the department. The office of the provincial director-general reportedly awarded him R55 840 in 2005/06.

Representatives of the standing committee on public accounts and opposition parties have called for an investigation into why the bonuses were awarded.

Agriculture spokesman Mbulelo Baloyi said allegations of Mjwara’s involvement in tenders awarded by the department have been investigated and no evidence was found.

The document leaked to the Sunday newspaper alludes to Mjwara having links with North East Distributors (Pty) Ltd, a company that was given two orders in December to conduct mechanisation in Umzimkhulu. The company director, Busi Ngcobo, denied she did the job, saying she only quoted.

The department’s new HOD, advocate Modidima Mannya, is expected to present a report to the agriculture portfolio committee on the state of the department on Friday this week. — Witness Reporter.
