More allegations at Fort Napier

THE KZN Health Department has failed to provide answers regarding allegations of mismanagement and fraud at the Fort Napier Hospital in Pietermaritzburg.

A string of allegations of fraud, corruption and abuse of authority has been levelled against the HR manager at the institution, but Health spokesman Leon Mbangwa is mum on the issue.

Staff said the institution is on the brink of crisis following irregular transactions authorised by management.

The Witness sent questions to Mbangwa on July 1.

The allegations involve the HR manager, who among other things has been accused of being involved in irregular transactions and misappropriating finances to the value of more than R30 000.

Documents leaked to The Witness reveal that the manager authorised finances for staff training without following proper procedures, authourising R24 606 for a training course for herself and other two employees at a private institution in Gauteng.

“She signed as the applicant and signed to authorise the finances as well. The application was supposed to be authourised by the district human resources development committee (DHRDC), but that did not happen,” said a staff member. It is also alleged that she authorised R7 995 in course fees for another employee, alleged to be her friend, and did not get authority from DHRDC.

Another claim is that she intervened to change in the results of interviews for the post of procurement officer. It is alleged the points awarded to applicants after the interview process so that the third-placed candidate (an employee) appeared to have scored the most.

Repeated attempts to get a response from Mbangwa over two days have failed.
