‘Mr Clean’ to purge E. Cape municipality

MAX Moyo has been appointed municipal manager of the troubled Alfred Nzo District Municipality in Mount Ayliff, Eastern Cape.

The former uMngungundlovu district municipal manager, dubbed “Mr Clean” by the KwaZulu-Natal media, reported for duty yesterday.

Ten junior officials were arrested recently at Alfred Nzo following alle­gations that municipal funds to the tune of R28 million have been misappropriated.

Moyo took over from Thandolwakhe Tubane, former Kokstad municipal manager, who was appointed administrator there early this year following the municipality’s failure to fulfil certain executive obligations.

In Tubane’s seven months as administrator, nine municipal officials were dismissed following allegations of “ghost” employees on the payroll. One of the managers allegedly linked to the R28-million scandal is reported to have resigned last Friday.

Moyo’s said he is there to fight corruption.

“Even though I still need to do an analysis on the institution, I can make it clear that we have to ultimately come up with an aggressive strategic plan, which is some kind of a turnaround strategy in fighting corruption.”

Alfred Nzo Mayor Gcinikhaya Mpumza echoed Moyo’s sentiments, saying “this is a step forward against corruption”.

Moyo worked for Msunduzi Municipality before he became municipal manager for uMgungundlovu.
