NYDA:dodgy payments questioned

CAPE TOWN — The National Youth Development Agency made irregular payments of more than R130 million and had a salary bill of R142 million last year.

This emerged from its annual report, tabled in Parliament yesterday.

Auditor-General Terence Nombembe also had questions about loans of R161 million made by the NYDA.

Nombembe found that the agency’s finances didn’t comply with national treasury rules in the Public Finance Management Act.

Other findings were:

• The NYDA obtained goods and services worth more than R500 000 without proper tender procedures.

• Contracts were signed with suppliers not in good standing with the SA Revenue Service.

• Contracts were signed without ascertaining whether the providers were state employees or had ties to state
