Opposition queries Umvoti manager appointment

OPPOSITION parties in the Umvoti Municipality are not happy about the way the new municipal manager, Bongani Xulu, was appointed, saying the process lacked transparency and that proper procedures were not followed.

The Democratic Alliance and the Inkatha Freedom Party said Xulu does not have the relevant experience to work as the municipal manager because he has no background linking him to local government.

IFP constituency chairperson Petros Ngubane said the selection and appointment of the municipal manager is fraudulent because it did not follow the correct procedures.

“The appointment of the municipal manager is an all-inclusive process which in this case was not followed,” he said

Ngubane said the council should be represented at the interview.

“Council was invited, but as only observers because the mayor and his deputy, Philani Mavundla and Zamo Xaba, were the only ones who conducted interviews.”

Ngubane said the municipal manager is a council appointee.

DA caucus leader Paul Buss said it is deeply worrying that the matter has to be raised with the ANC so soon in its tenure.

“In the past all councillors were involved in the decision to advertise the post, the sifting process, who to call for interviews and the interview and scoring process.”

Buss said this was a transparent method of selecting a municipal manager.

But with Xulu’s appointment, Buss said, only the mayor and his deputy were involved in the interview, scoring and selection process.

“Is this the good governance the community was promised by the new mayor?” he asked.
