Progress on city N3 interchange

THE overall upgrading of the N3/Church Street interchange is likely to cost R235 million.

This was the figure quoted by deputy municipal manager for infrastructure services Phil Mashoko at yesterday’s executive committee (Exco) meeting.

Mashoko said the South African National Roads Agency (SANRAL) was seeking a council contribution of R94 million for the venture and they are ready to begin construction in a few months if they are able to get the required funding from council and the Transport Department.

Mashoko said he had reservations about the amount requested. “The required R94 million from council is still considered not financially viable for council as there are other transportation improvements required to be undertaken throughout the municipality,” he said.

In his report, Mashoko said it was disturbing that the municipality’s proposed contribution had escalated to more than 400% of the initial estimation. This was brought on by the increased costs of construction as well as SANRAL’s cost sharing model, said Mashoko.

However, the upgrade is one of the backlog projects, which is part of the municipal plan and the municipality will have take urgent steps to enter into an agreement with SANRAL with regard to the cost.
