SAPS fails to spend R230 mln of budget

THE South African Police Service (SAPS) has underspent its 2012/13 budget by R230 million.

The auditor-general (A-G) presented his annual report to Parliament last week. He showed that the main reason for the SAPS’s underspending was a delay in purchasing at the detective division.

This is an improvement, as the SAPS had underspent by R617 million in the previous financial year.

Auditor-General Terence Nombembe said in his report that the SAPS had not fully listed their successes from visible policing.

He said the National Treasury requires that institutions have specific systems in place to collect and compare information to ensure that the successes achieved, are recorded.

His report shows that 24% of the successes regarding drug trafficking and 36% regarding shebeens could not be confirmed because there was no proof of this. Almost half (44%) of the applications for firearm licences and 15% of new dossiers could also not be confirmed due to missing documents.

Nombembe said the lack of complete information could be ascribed to poor leadership. He said station commanders were responsible for ensuring that reported information was recorded correctly and comprehensively.
