Taxi overhaul

The record of ANC-led governments since 1994 would be far brighter had well-constructed proposals been put vigorously into practice. One of them, dating back to the mid-nineties, is the taxi recapitalisation programme for a more closely regulated industry based on new, custom-built, properly maintained vehicles.

Yet this week an uproar was reported at a meeting of taxi owners in Pietermaritzburg. Complaints about the scrapping allowance and perceived harassment over vehicle maintenance and modification seem to have been the reasons for this.

This suggests that the Department of Transport has been less than diligent in keeping the programme rolling. But for owners to complain about the administration of rules essential to the safety of passengers and other road users is even more significant. Not only does the fleet need drastic overhaul, but so do the attitudes of their operators. It is little wonder that taxi drivers attract wide antagonism.
