New Delhi:

Minister in the presidency Manto-Tshabalala Msimang put in a surprise appearance at the Women's Forum at the Third Summit of the IBSA (India, Brazil, South Africa) dialogue forum in New Delhi today.

She was part of a strong SA government contingent, which included another six delegates at the Women's Forum, support staff and delegates to the Business Forum taking place at the same time. Four South African journalists took part in the Editors' Forum, which was addressed by Indian External Affairs Minister Pranab Mukherjee. He stressed the importance of relations between the three countries, representing as they do the three regions of Latin America, Asia and Southern Africa. All the IBSA nations "grapple with the same problems of infrastructure capacity, governance and energy in the midst of an unfolding financial crisis and a shifting world order."

He said that India appreciated the support SA and Brazil had given it in gaining recognition for its civilian nuclear energy programme which has just been ratified, and looked forward to making strides in synergies in health, agriculture, science and technology, as well as extending trade relations. Other speakers dealt with identifying an 'axis of conflict and consensus in the new world order'', what shape a new world order might take and how it may have been accelarted by the Wall Street collapse, India's economic growth, and how to break global deadlocks in trade, climate change and energy.
