Youth leader in KZN legislature

THE call for “generational mix” by the African National Congress Youth League (ANCYL) took a step forward yesterday morning when the league’s KZN chairperson was sworn in as a member of the provincial legislature (MPL).

Mthandeni Eric Dlungwane was sworn in to fill the vacancy created when the ANC deployed former MPL Jeff Vilane as the Mayor of Mkhanyakude District Council in Jozini after the May 18 local government elections.

Dlungwane joins ANCYL deputy provincial secretary, Sboniso Duma, who became an MPL after the 2009 general elections.

When the KZN ANCYL called on KZN Premier Zweli Mkhize to recall three MECs — Social Development MEC Meshack Radebe, Human Settlement and Public Works MEC Maggie Govender and Agriculture and Rural Development MEC Lydia Johnson — political observers interpreted that call as part of the youth league’s campaign to have current or former league leaders deployed in those positions.

After his swearing-in ceremony, Dlungwane said he was humbled by the trust the ANC put in his leadership. The ANCYL call for a generational mix is also believed to have played a role in the deployment of youth league leaders to senior positions within municipalities after the local government elections.

Among those who were deployed in senior positions are ANCYL provincial secretary Bheki Michael Mtolo, who was elected as deputy mayor of Kokstad municipality. Other ANCYL provincial executive committee members who had been deployed to senior positions in municipalities are: Mbali Myeni as mayor of uMngeni municipality in Howick, Bongani Dlamini as mayor of uMtshezi municipality in Estcourt, Sduduzo Mdluli as speaker of Ndumeni municipality in Dundee and Muzi Sithole as speaker of Ilembe district municipality in Stanger.
