Zuma setback? ‘Second transition’ becomes ‘second phase of 1994 transition’

The ANC’s “second transition” was thrown out by delegates at the party’s policy conference.

It will now be called the “second phase” of the transition that started in 1994, and is set to be characterised by “more radical” policies to effect change.

ANC head of policy Jeff Radebe told journalists that “all commissions have accepted the content of the strategy and tactics document [of which the “second transition” discussions are part] and the thrust of the document”.

He said the country was going into the second phase of the post-1994 transition “when we started to destroy the vestiges of apartheid”.

He said a decision about whether the current document would stand with some amendments, or whether it would become a preface to the 2007 strategy and tactics document, would be taken by the party’s elective congress in December.

The “second transition” was pushed hard by President Jacob Zuma and his lobbyists, and the change in the term could be seen as a setback for him as he faces challenges for the leadership.
