Zuma responds to Nkandla report

President Jacob Zuma has reported to Parliamentary Speaker Baleka Mbete following Public Protector Thuli Madonsela's findings that he unduly benefitted in the R250 million upgrade of his Nkandla homestead.

Madonsela recommended that Zuma should refund the state a "reasonable" portion of the money spent on Zuma's non-security items such as the swimming pool and the chicken run. In a nutshell, here is the course of caption that Zuma's report to Mbete recommends:

  • The Police Minister must decide whether Zuma should refund the state any portion of the R250m, or the part of it spent on frills
  • In deciding whether Zuma should refund any of the Nklandla expenses, the Police Minister should factor in laws, culture  and past practice
  • The Minister of Police must also ratchet the review of the relevant laws and report back to cabinet
  • The Public Works Minister must report to Cabinet about his review of tender produces for "prestige projects"
  • Cabinet must review the 2003 Cabinet Policy to put a ceiling on how much should be forked out for presidents and their deputies' safety
As for the President himself, he is satisfied with the steps taken so far to hold the culprits accountable.
