21 Days grace for Motor Vehicle Licences

I read today that a traffic officer of the KZN traffic department stated that the 21 days to renew motor vehicle licences does not apply to heavy motor vehicles.

This is a gross miss-statement. As legal advisor to a transport company I deal daily with the renewal of it's motor licences. I receive renewal notices from the licensing authorities on a regular notices and in each and every one the licence holder is informed of the 21 days grace period, heavy motor vehicles included. The KZN traffic authorities should place a correction. The Act and Regulations do not differentiate  between heavy and light motor vehicles in this regard.
