THE article about the attempts to adjourn Dr Ray Ngcobo’s disciplinary inquiry (The Witness, April 29) made interesting reading, particularly on a day when the dropping of charges against President Jacob Zuma in 2009 was found by the Pretoria High Court to have been “irrational and should be reviewed and set aside”.

This also raises questions over Boniwe Zulu’s ability as accounting officer, and also the Mafia tactics and shenanigans that go on at the city hall.

The question about the employee who is facing such serious charges but has not been suspended, and instead has been incentivised with the role of acting municipal manager, highlights both the ANC leadership’s weakness to make decisions and most importantly, the paralysis of local opposition parties to challenge such issues.

Clearly the ratepayers are ultimate losers.
