Open letter to Carte Blanche

Dear Derek Watts and the producer(s) of Carte Blanche,

My name is Braam Jordaan, South African citizen, filmmaker and currently a board member of World Federation of the Deaf Youth Section.

Carte Blanche is one of my favourite TV programme on DSTV and I relied on my friends to tell me what is going on (very limited but it is still better than nothing). In accordance with the UN convention, this means that persons with disabilities should be enabled to live independently and participate fully in all aspects of life, ensuring among other things equal access to information and communication. Communication, in this respect, is defined as including spoken language. Furthermore, the availability and use of new technologies should be promoted, including information and communication technologies, with the aim of preventing d/Deaf and Hard of Hearing people from ending in isolation or segregation from the community.

I’m humbly requesting you to add subtitles to South African’s biggest and reputed current affairs show so that we could have full and effective participation in society on an equal basis with others.

I understand that this poses a challenge due to nature of quick turnarounds in the TV industry (I’ve been in FILM and TV industry for almost 12 years now) but we/you have wonderful technology at our disposal. DSTV managed to add subtitles to over 95% of movies showing on MNET Channels. Technically, the process of captioning is both technically possible and relatively simple to achieve and I understand that time is of essence here.

Please consider this as an opportunity to set the things right and to make a difference to 2.4 million d/Deaf and Hard of Hearing people in South Africa (either as DSTV subscriber or via online).
