Why must we suffer?

My husband and I met in the UK after I had been living there for 10 years. I wanted to return ton South Africa to be closer to my family and we decided that we will get married and come live here. I came here in March to prepare for his arrival in April. Once here, we got married and set about doing his visa so that we can build a life in South Africa.We consulted an immigration specialist with regard to his visa and had the ball rolling on what we needed. Without warning.... the law changed and now we are unable and unsure of how to apply for his visa. After speaking to the immigration consultant and solicitors in this regard, no one is sure what is going on and what the new procedure is. Whether or not my husband can work in this country (how will we survive if he can not?). As per the old rules, he needed a job offer to get a work permit, which he got. Now he can't work!
We are trying to extend his visitor's visa so that we have more time to get his spousal visa done, but we are unable to do this either! Why must he return to the UK, which costs a lot of money, to get a visa to come back? I am a South African Citizen, born and bred, and I have the right to marry whomever I want. I shouldn't have to stress about not seeing my new husband for up to 2 years until his visa gets sorted.
This is a complete and utter disregard for our Human Rights!
