"I request that you rule that Mr Zuma is not a fit and proper person to be nominated as President," DA MP James Selfe said.
Selfe cited the public protector's Nkandla report which states Zuma unduly benefited from security upgrades to his private home.
Senior ANC MP Naledi Pandor jumped up and called Selfe's motion frivolous.
Mogoeng dismissed the DA's request, saying there were no grounds for their motion.
"My ruling is therefore to dismiss the point raised... without costs," Mogoeng told howling MPs.
"The nomination is in order... I accordingly declare the honourable Jacob Zuma duly elected President of the Republic of South Africa..."
The announcement was followed by loud applause and the sound of women ululating.
The words "Zuma my President" reverberated through the chamber as ANC MPs broke out in song when the House was adjourned.
