No obligation for Zuma to tell Cabinet about new appointments - Presidency

Durban – The Presidency has said that there is no obligation for President Jacob Zuma to inform members of Cabinet of any new appointments or changes.

In a statement released on Friday evening, the Presidency said it had "noted media reports stating that Cabinet was not informed about the appointment of a new Minister of Finance".

"There is no obligation on the part of the President of the Republic to inform or consult other members of Cabinet or the National Executive prior to making any new appointments or changes. The only people who are informed are those affected by the changes.

"The President exercises his prerogative in making the appointments and then issues a public announcement."

At a Cabinet media briefing earlier on Friday, Minister in the Presidency Jeff Radebe said Cabinet had been in the dark regarding the removal of former finance minister Nhlanhla Nene.

"This is a post-Cabinet briefing and Cabinet happened on Wednesday. At the conclusion of the Cabinet meeting, there was no new finance minister and there was no way we could have predicted," Radebe told reporters in Pretoria.

"I don’t think Cabinet had an idea that there was going to be a reshuffle because this was the president’s prerogative," he said.

Zuma made the shock announcement on Wednesday night to recall Nene as minister of finance. The move saw the rand plummet, with economists and political analysts saying domestic and foreign investment had been compromised.

Critics have called Nene’s replacement, David Van Rooyen, a political puppet with little experience.
