Construction of houses halted

It was a big joy for all when the foundation for RDP houses for deserving beneficiaries was laid, but things then seemed to have ground to a stand-still.

And now residents of oscar Mpethat in Nyanga East are seeing red as the construction has been put on hold.

Lucy Kandisa, 45, a street committee member and also one of the beneficiaries, said the construction of 34 houses was halted in June 2015 as there were issues that were still needed to be ironed out.

“It is not clear now what is causing the delay for the building of our houses. How long must it take to resolve any problem that has risen? We cannot wait any longer now to see the construction resuming. We cannot keep on staying in shacks while our houses are standing unfinished,” she said.

The project will see 105 houses in total being built. Kandisa said it was resolved that some other plots would be allocated for beneficiaries who are coming from areas like Mau Mau, Old Location and other surrounding areas.

Nathan Adriaanse, director of communications and stakeholder relations for the department of Human Settlements in Western Cape Government, said this project is referred to as Peoples Housing and Empowerment Project (PHEP), where typically the community will come together to make a contribution towards the building of their own homes.

He said it allows the beneficiaries to establish a Housing Support Organisation that can liaise with the department and municipality on the construction of their homes.

“We can confirm that 58 units within the project were vandalised. This vandalisation came about through internal dynamics within the community. Of these 58 units, 50 of the units have been completed and occupied. “In terms of the outstanding 8 units, we are following our internal processes to confirm funding approval, once this is obtained further communication will be sent to the community organisation involved with the project,” Adriaanse said.
