CONDOLENCES FOR THE PASSING OF CLLR N.DLAKAVU

It is with great sadness that we announce the passing of one of our council members councillor Martha Nomasamariya Dlakavu.

Dlakavu served the Greater Kokstad Municipality from 2011 to 2016, as a representative of the ANC. She later joined the EFF and came back to the Greater Kokstad Municipality council as an EFF representative on the May 25, 2017. She served in the governance committee of the council and also in the Local Labour Forum. The municipality has never had its name tarnished under the name of Dlakavu. She remained a disciplined and dedicated member of the council. Our heartfelt condolences to the family, colleagues and friends. We will remember her as a humble servant of community.

Councillor Martha Nomasamariya Dlakavu passed, on the March 26. And she will be laid to her final rest on the April 7 at Saphukanduku in Mt Ayliff. May her soul rest in everlasting peace.

INTRODUCTION OF A SERVICE PROVIDER FOR FENCING OF BHONGWENI GRAVESITE

His worship the mayor introduced a service provider who will be fencing the Bhongweni Cemetery. The cemetery will be fenced by high visibility security fencing. It is anticipated that, the project will take eight weeks to be completed. Bhongweni Cemetery is an old cemetery within Bhongweni Township, the cemetery has been fenced previously but unknown community members have stolen or vandalised the fencing. Fencing will restore the dignity of the cemetery and that of the community of Bongweni which including Wards five, eight and nine. A minimum of five jobs will be created by this project.

COUNCIL APPROVES THE DRAFT IDP, BUDGET AND SDBIP 2018/19 FINANCIAL YEAR

The municipality has conducted IDP road shows for all Kokstad wards as part of public participation towards service delivery as the first step to budgeting processes, where communities have submitted their needs that they would like the municipality to address in the next financial budget.
However, as the municipality with the limited resources at our disposal we cannot fulfill all their needs. We will have to prioritise considering our estimated revenue for 2018/2019 financial year. In compilation of this budget we have taken into account the following:

State of the nations address, budget speech, Division of Revenue Act, National Development Plan, GKM IDP, budget related policies, circular No 91, Nersa proposed increase of 6.84% for municipal and for bulk increase is 7.32%. All municipal tariffs have increased by 6% and our property rates tariff have decreased.

All of the above factors have had an influence in the compilation of this budget for Greater Kokstad Municipality.

The operating and capital budget for 2018/2019 is R498.583 million. The revenue budget for 2018/2019 financial year is R409.608 million and expenditure budget is R404.785 million with a surplus of R4.822 million before capital budget. The draft capital budget for 2018/2019 is R93.798million
