Mission to transform Matat communities

The IDP-Community Based Planning Outreach began on November 13 in Ward 10 where the acting mayor Cllr Thembeka Dyantyi, Speaker Cllr Nomasomi Mshuqwana, Exco members, councillors and management engaged with the community to identify their priority­ needs.

In May Matatiele Local Municipality council adopted a five-year IDP in terms of section 28 of the Municipal Systems Act 32 of 2000.

This IDP is a strategic guide for development within the municipality for this five-year period, covering the financial years 2017/2018 to 2021/2022.

This plan is reviewed annually as may be necessary, this in line with Section 34 of the MSA.

It is for this reason the municipality has started processes for the first review of the IDP for the 2018/2019 financial year.

The current stage is a situational analysis of this process, which involves analysing levels of development in the municipality and identifies the needs and priorities of communities in all wards.

It is for this reason that the community-based planning programme (CBP) has been initiated.

Most wards prioritise roads and their maintenance, water, RDP houses, access to health facilities, sanitation and sports fields.

The purpose of the CBP is to assess the level of development in each ward:

• services available in the ward;

• infrastructure development of the ward;

• socioeconomic profile of the ward;

• assessment of backlogs; and

• identify the needs and priorities per ward.

Objectives of this programme involve:

• determining the level of development per ward, including the identification of backlogs;

• determining a unique plan for each ward, which will be useful to measure service delivery progress in each ward and be used for planning;

• producing ward plans for each of the 26 wards; and

• conducting public education on the IDP/budget process and public participation programmes and the CBP informs the IDP and ultimately­ all development plans within the municipality.

The outreach will end on November 20 with a visit to Ward 16.

‘Mazet’ motivates youths

Thandeka Dawn King – an actress in Uzalo as Mangcobo and on Lockdown as Mazet, gave the Matat youths something to ponder upon as we approach the festive season.

The 40-year-old actress gave a motivational talk at an information-sharing session at the Maluti Civic Centre on Tuesday.

Two hundred pupils and community members were empowered at the session organised by the Department of Education, the Matatiele­ Local Municipality and stakeholders, including World Vision South Africa.

Talking about the importance of appreciating­ life stages, “Mangcobo”, as she’s affectionately called, encouraged pupils to appreciate and embrace the different stages of life.

“It is very frustrating and concerning to see pupils busy with bonding and make-up at a stage when they should be focusing on their studies,” she said.

The Lockdown actress appealed to the young minds to love and accept their circumstances as they are and work to change their lives for the better.
