GREETINGS dear reader. It is my pleasure to once again welcome you to the Matatiele Local Municipality viewpoint.

Intergovernmental Relations (IGR) in practice

The basis for intergovernmental relations is the manner in which government is structured. The Constitution provides for three spheres of government that are distinct and independent, yet interdependent.

While their independence requires that they exercise their powers and functions without interference, their interdependence requires that they rely on each other to exercise certain powers and functions.

This was witnessed by the IGR forum meeting held on February 21, as all government departments operating within the Matatiele Local Municipality jurisdiction and the municipal management, together with the mayor, executive committee members and the chief whip, gathered at the municipal Council chambers.

The primary purpose of this sitting emanates from the IGR Framework Act (No. 13 of 2005). The act makes provision for the integration of programmes by sector departments and the municipality to avoid duplication of government programmes.

In his welcoming remarks, the mayor indicated that it is through these meetings that members are able to share their challenges and come up with solutions.

“This levels the ground for a speedy intervention where needed,” he said. Highlights and achievements shared at this platform are communicated to the public.

Public notice: IDP/Budget Process Plan 2017/2018

Notice is hereby given in terms of Section 28 (1) of the Local Government Systems Act 2000 (Act 32 of 2000), that each municipal council within a prescribed period after the start of its elected term, must adopt a process set out in writing to guide the planning, drafting, adoption and review of its integrated development plan. It is for this reason that the Council of Matatiele Local Municipality has adopted the IDP/Budget Process Plan for 2017/2018.

In accordance with this adopted IDP Process Plan, this notice is hereby given to sector departments, traditional leaders, NGOs, ratepayers, youth structures, farmers’ association, taxis and busses associations, disabled organisations, business chamber, the Council of Churches and all other stakeholders, that an Integrated Development Plan representative forum meeting will be held on March 15 at the Matatiele town hall.
