GREETINGS dear reader,

It is my pleasure to welcome you to our second column in this month of March. It is indeed a great month for South Africa, as we kick-start the Nelson Mandela centenary celebra- tions.


In 2019, South Africa will hold its sixth democratic national and provincial elections. A vital part of any democracy is to guarantee that voting takes place in an atmosphere which is considered free and fair.

There are currently close to 26 million registered voters in South Africa. A credible and up-to-date voters’ role is a vital instrument to ensure free and fair elections.

The Independent Electoral Commission (IEC) will therefore host a voter registration drive on the weekend of March 10 and 11 to capture the addresses of voters and to register new ones.

This is also an opportunity for people to update their details if they have changed their address since the last election (2016).

It is vital that the correct addresses are captured so that the credibility of the voters’ role is beyond reproach.

We must ensure that people vote in the districts where they reside.

Through the office of the speaker, Matatiele Local Municipality has joined forces with the IEC, sensitising the public about the importance of registering to vote.

This programme commenced on February 27.

The speaker of the Council, Cllr Nomasomi Mshuqwana, visited all Matatiele traditional councils.

This advocacy programme also sensitised people to collect their IDs from the area office of Home Affairs.


Notice is hereby given in terms of Section 28 (1) of the Local Government Systems Act 2000 (Act 32 of 2000), that each municipal council within a prescribed period after the start of its elected term, must adopt a process set out in writing to guide the planning, drafting, adoption and review of its Integrated Development Plan.

It is for this reason that the Council of Matatiele Local Municipality has adopted the IDP/ Budget Process Plan for 2017/2018.

In accordance with the adopted IDP Process Plan; this notice is hereby given to sector departments, traditional leaders, NGOs, ratepayers, youth structures, farmers associations, taxis and bus associations, disabled organisations, business chambers, councils of churches and all other interested stakeholders, that an Integrated Development Plan representative forum meeting will be held on March 15, at the Matatiele town hall.
