2017/2018 SDBIP

The Service Delivery and Budget Implementation Plan is a mechanism that ensures proper alignment between the municipality’s Integrated Development Plan (IDP) and budget. It is central to the monitoring and evaluation of the performance of the municipality in implementing its IDP and budget.

SDBIP consists of one year detailed performance plan, a three-year capital works plan as well as financial projections of income and expenditure.
It outlines key performance indicators and targets linked to key performance areas derived from the IDP.

Quarterly targets are defined in the SDBIP and these are monitored and reported upon accordingly. For a traceable accountability, it is imperative for the achievements in this document to be brought to the attention of the council.
It is on that note that the 2017/2018 SDBIP was presented to the council and further adopted, during this week’s special council.

2018/2019 IDP

The IDP is the municipal five-year principal strategic planning document. It is a twin document of the SDBIP because one cannot exist without the other hence they prescribe from the same hymn book.
The IDP priorities inform all planning and budgeting processes.
An Integrated Development Plan is also an undisputed super plan for an area that gives an overall framework for development.
It aims to co-ordinate the work of local and other spheres of government in a coherent plan to improve the quality of life for all the people living in an area.

It also takes into account the existing conditions and problems and resources available for development. The plan furthermore look at economic and social development for the area as a whole.
Due to the inputs of the communities, it has since been profiled as framework for how land should be used, what infrastructure and services are needed and how the environment should be protected.
It is also of importance that the council should give relevant life into it on annual basis so that creative interventions could be executed before it expires.
The council of Umzimkhulu Municipality has just adopted 2018/2019 IDP.

The primary role of the municipal council is that of political oversight of the municipality’s functions, programmes and the management of the administration. All of the powers of local government are vested in the municipal council.
It is on that note that executive members of the council (Exco) are the entrusted with responsibilities of being chairpersons of portfolio committees in the municipalities.
Ordinary councillors add on each and every committee to further quantify the political oversight responsibilities.
The oversight report had been proven to be credible and adopted by the council of Umzimkhulu Municipality.
