Digital terrestrial TV by the post office

THE Department of Telecommunications and Postal Services, the South African Post Office, Sentech, the Independent Communications Authority of South Africa and the Universal Service and Access Agency of South Africa have been entrusted with the “digital migration” of South African citizens and the digital terrestrial television (DTT) programme had been conceived. DTT is a reliable and cost-efficient means of distributing linear television and has many advantages over the old analogue broadcasting system in use today.

Government has prioritised SA communities along the border areas for the distribution of set-top boxes in order to mitigate potential frequency spectrum interference from neighbouring countries.

In partnership with Umzimkhulu Municipality, the Umzimkhulu Post Office has thus far reached 3 000 people, although not everyone qualifies as a beneficiary. Umzimkhulu Municipality, through a partnership with the Moses Koatane Institute and the Premier’s Office two months ago, trained youths to be installers of the programme.

IEC addresses harvest programme

In 2016‚ the Electoral Court ordered the IEC to postpone by-elections in Tlokwe‚ North West‚ after opposition parties successfully argued that the commission was compelled to provide addresses for everyone on the voters’ roll.

It is understood the IEC has since launched a massive online campaign to confirm and collect the address of 26 million voters for the voters’ roll in time for the 2019 national elections.

It is further understood the collection of these addresses was estimated to cost the commission, through National Treasury, R180 million.

The Umzimkhulu Municipality, through the communications unit, has arranged that the Umzimkhulu Post Office create an enabling environment for the IEC to improve its address harvest programme by handing over data, which the post office has so far captured during the DTT.

Post office has declared an appetite to come to the party, however, an integrated approach is yet to be execu- ted.

Community engagement about electricity

Through public participation reports, the municipality realised that the Umzimkhulu community is understandably agitated by the time frame of installing electricity in their villages, so the municipality has started to talk to the affected communities.

In certain communities, the municipality handed over the service provider, thus providing the timing.

We are at an advanced stage of completing our supply chain processes so that service providers can be introduced to communities and municipalities are committed to changing the lives of Umzimkhulu community.

Mayoral izimbizo

As a champion of service delivery in third sphere of governance, the mayor, Cllr Mpabanga conducted a mayoral izimbizo through 2017/2018 IDP Outreach Programme, and exco members and Manco led teams throughout Umzimkhulu.

The participation of communities and the role played by stakeholders is commended, which added value on how the municipality approaches its upcoming strategic and budget adjustment sessions.
