As a municipality, we have created numerous enabling environments for our youth, especially in creative arts. Ever since we have embarked on and partnered with different stakeholders towards unleashing these talents of young artists, we have identified a need to significantly focus on dance. It is with great pleasure to announce that, as a municipality, we have secured a golden opportunity by partnering with the Msawawa Foundation.

S`boniso Sicelo “Msawawa” Dlamini expressed his excitement at being part of changing the lives of youth through his foundation.

The Msawawa Foundation has established working relations with the national Department of Art & Culture to unleash dance talents. This young lad aspires to formally have a dance school that will add different values in the broader entertainment world.

We strongly believe that this golden opportunity will ultimately put food on the table and empower young people as it will open doors. During the talent search event, which will be organised by the Msawawa Foundation, there will be an agent present with a specific role to identify talent without tempering with the generic adjudication processes towards awarding winners of the day.


In terms of Chapter Four of the Local Government Municipal Systems Act 32 of 2000, s(16)1: A municipality must develop a culture of municipal governance that complements formal representative government with a system of participatory governance, and must for this purpose encourage, and create conditions for the local community to participate in the affairs of the Municipality in preparation, implementation and review of its integrated development plan; It must contribute to building capacity of the local community to enable it to participate in the affairs of the Municipality; and Councillors and staff should foster community participation.

It is in light of the above that the UMzimkhulu Council has developed a plan/schedule (IDP Outreach Programme) for UMzimkhulu Local Municipality to be implemented from November 4 to November 9.
