Lives upset due to inability

MALADMINISTRATION and incompetence can cause disruptions in people’s lives.

In this letter I want to highlight some of the most important and ignored points when criticising the government in all spheres, as far as service delivery is concerned.

A classic case in point is the Department of Higher Education (DHET) and the Department of Basic Education (DBE) transferring the administration of teachers working at Adult Education and Training (AET) centres (previously Adult Basic Education and Training – Abet) to the DHET from the DBE.

Recently, educators working at AET centres in the Matjhabeng and Lejweleputswa Region beared the brunt of incompetence and maladministration.

They have not received their salaries for almost two months and are still waiting. When will they be paid?

No one knows.

A few months ago there was a transition whereby the AET, previously administered by the Department of Basic Education, had to fall under and be administered by the Department of Higher Education.

As a result, it meant educators’ files (portfolios) had to be moved to higher education, also meaning their salaries would henceforth be paid on the 25th of every month.

An incompetent official of Abet in the Department of Basic Education failed to execute his duties as required.

He failed to transfer the files of a number of teachers and that in effect means these teachers are not known by the Department of Higher Education.

This is the reason why these educators did not receive salaries.

The reason cited by this official for this debacle of outstanding salaries was that the transfer process of files was done electronically.

He is literally blaming technology.

I, therefore, was made to think and ask: Who operates a computer?

Does the computer operate itself?

The answer is no. It is operated by a human being.

It therefore goes to show that the official in question is not technologically savvy.

One can therefore conclude that he is incompetent.

Not being averse to current technology, he is incompetent and lacks the necessary aptitude to head the department.

This is just to illustrate how a single headless chicken can ruin everything.

This is how citizens blame the government for blunders of misfits.

There are also competent and skilled men and women in the civil service.

The practical implication of this stupidity can be explained as follows: It disrupts the lives of educators – educators have credit commitments to honour, they provide food for their families, policies and pay transport.

What will happen to learners if these teachers decide not to continue working until this mess is sorted out?

The answer is that learners will suffer academically.

One will be shocked to learn that the person in question is said to be highly qualified.

There are therefore educated, skilled and competent civil servants and certificated, incompetent civil servants
