Appointment of municipal manager ‘illegal’

The EFF in the Free State has welcomed the decision that Lindi Molibeli’s appointment as municipal manager of the Fezile Dabi District Municipality was illegal.

The party’s reaction comes after the MEC for the Department of Cooperative Governance and Traditional Affairs, Oupa Khoabane, addressed a letter to the embattled Fezile Dabi Municipality.

In the letter, dated 19 November, Khoabane stated that the council’s appointment of Mothibi was undue and not compliant with section 54A (2) in the selection of someone with the appropriate expertise and competency.

Following a resolution taken by the council, Mothibi was appointed as the municipal manager on 30 November last year. The Fezile Dabi council had seven days to carry out the decision as advised by Khoabane, who has threatened legal action if the council fails to oblige.

According to Mandisa Makesini, EFF provincial chairperson, the party has welcomed the latest move by Khoabane.

“However, we wish to implore the MEC to conduct a review of all suspect appointments of senior administrative leaders of all municipalities in the province. We call for this comprehensive review because of the appalling state of local government management,” Makesini said.

“It has had adverse effects on service delivery and the general well-being of our people. The call for a review should also be punctuated by the audit of the academic credentials of every senior manager at the local government level. These audit results should be made public to ensure transparency and avoid nepotism.”
