Department clarifies placement

The first criteria for applicants’ admission to a public school is if they have a sibling already attending that school (a learner who have at least one parent who is also the parent of a learner already attending that school) and he or she resides in the same household as that child already attending the school.

The different criteria and its order was clarified by the Northern Cape Department of Education in a media statement for the current opening of the admission period for 2019.

The department encountered a lengthy challenge for the 2018 admission period where parents ended up stranded, queueing at the district offices for space for their children in preferred schools.

Forms have already been available since 2 May at schools where parents were given return dates.

The department, through the ministerial spokesperson Geoffrey van der Merwe, pointed out that filing a dispute form does not guarantee any changes in one’s application.

“It is important to note that a dispute or appeal is not a guarantee of placement at schools where applications were lodged,” he stated.

The department emphasised access to information to the applicants by principals inclu­ding their right to appeal against the decision of the school.

“The parent must lodge an appeal within seven days from receiving notification from the school directly with the office of the MEC,” Van der Merwe said.

The sumitted appeal letter (filled on form NCK - A5) must be accompanied by the declination letter from the school, the sequence number, and the date and time that the application was submitted to the school.

The District Director will be responsible to provide alternative placement options for parents if they do not appeal and if the learners cannot be placed at the preferred school.

The case shall then be deemed closed once a parent has been referred to a school that has space and provides the required curriculum.

“Late applications for admission shall be accommodated where school places exist, but not necessarily at the learners’ school of choice and learners whose parents have been transferred into the province and or around the province, shall apply directly to a school.”
