Adjusting the Adjustment Budget!

AN Umvoti Council meeting to approve the Adjustment Budget was conducted in a remarkably congenial mood, with the mayor commenting on how all concerned worked together in a spirit of collectiveness.

There were limited soft-spoken complaints from opposition IFP councillors on the very late delivery of the agendas, the wrong format used for the Adjustment Budget and the absence of required documents.

The Adjustment Budget had to be presented to the national and provincial Treasury by February 28, to adjust,where necessary, totals allocated in the 2017/18 Budget, which was drawn up in May 2017.

The mayor stressed that this Budget had been legally passed and that the legal challenges to it had been dismissed in the high court and Supreme Court, referring to Umvoti Municipality winning as “a walk in the park”. Councillors and others who had supported the application had “betrayed the Umvoti collective spirit”.

No comparisons were given in the Adjustment Budget as to what was originally budgeted (with the municipality using its own format and not the one that should have been used as designated by Treasury, which would have allowed a comparison of the adjustments).

It is advertised that the 2017/18 Budget and Adjustment Budget can be viewed on the Umvoti Municipal website. Here’s hoping that the recent three-day workshop at the Greytown Country Club at which councillors were taught all about using their laptops, will generate the budgets on the Umvoti website too.

The Adjustment Budget was approved even though it was not possible to make comparisons as to the adjustments.

In addition, a number of schedules listed in the agenda were not tabled and also a number of the schedules that were listed supporting the Adjustment Budget were not tabled —schedule B1 to B5 were approved unseen!
