Council agenda confusion

HOPEFULLY, Umvoti Exco members who met yesterday and all the councillors who meet at 10 am today are not in the same state of confusion about the agendas of both meetings as this reporter.

The purpose of these meetings is the adjustment to the budget to be submitted to the national and provincial Treasury for approval not later than Wednesday 28 — that is, today.

First query: The preamble submitted by the acting CFO and MM states: “2017/18 Budget adjustment workings ‘own format’”, but according to the regulations, the format to be used is prescribed in Government Gazette 32141 (Municipal Budget and Reporting Regulations the “B” Schedule Adjustment Budget and supporting documents of municipalities ) and not own format — Section 21 of the regulations states that the adjustment budget must be in the prescribed format and must include explanations, charts and required tables as well as any guidance given by the minister in terms of section 168(1) of the act.

However, although the agendas list the supporting documents, tables, etc. as annexures — they are just not present —obviously floating around in cyber space somewhere.

Which means that Exco and Council will attend this meeting and attempt to discuss this very important matter with no documentation which they should have received, in terms of the regulations, 48 hours prior to these very important meetings.

However, on Tuesday morning the consolidated adjustment budget in “own” format was made available but not all the other outstanding documents listed.

Second query: In both agendas — 62 pages of the Government Gazette of January 23 has been printed, listing additional conditional allocations to municipalities and provinces by the minister of Finance. As a matter of interest, how many officials and councillors have actually read these 62 (duplicated) pages to check where Umvoti is mentioned for an allocation (three times).
