Municipal accounting chaos

I AM baffled by the municipality’s accounting system, which seems to have many shortcomings.

There have been changes in ownership of units belonging to our complex. Previous owners completed the forms to cancel accounts and settled municipal debts, and new owners opened new accounts under their names.

One would expect that previous owners’ accounts would have been closed upon settlement. No such luck! Each month, new owners receive their accounts, and those for previous owners too. In some cases, this has happened for years. All the previous alive owners have given up trying to close off their settled accounts.

This accounting tardiness seems widespread. A relative received an account each month for almost five years for the previous deceased owner, whose estate had been wound up years back. This account was also settled.

These errors obviously run from previous financial years and are carried forward to the current year, instead of these accounts being been closed off in the year of settlement.

The municipality’s balance sheet must surely be distorted by these erroneous figures.

There is also a cost to printing and post these accounts.

The municipality’s accounting system does not seem to flag that more than one registered person has an open account for the same property.

It would be interesting to hear if other readers have had similar experiences.
