Toll tariffs shock

THE tariff hikes imposed by the South African Roads Agency (Sanral) came as a rude surprise to many motorists recently.

Motorists found themselves fumbling for change, leading to a delay at toll booths as long queues of cars formed behind them.

However, Sanral insisted that information had been sent early to motorists to prepare them for the increase.

The Witness (Fever’s sister publication) did not receive any correspondence from Sanral, and from the exasperated looks on the faces of those at the Mariannhill Toll, it appears that the increases had not been properly communicated.

Sanral spokesperson Vusi Mona said the increases were gazetted on February 16 and were put up on their website. “Adjustments to the tariffs are based on the preceding 12 months’ Consumer Price Index (CPI) and, for this financial year, the average CPI adjustment for toll tariffs is 6,04167%,” he said.

“In real terms this means that there is no increase, as the average inflation rate is used to determine the adjustments. The Department of Transport, through its agency Sanral, uses tolling selectively, with only 3 120 km of the national road network being tolled currently.”

Sanral is responsible for managing the national road network — about 22 000 km long.

Mona said adjustments were made on the N3 toll road between Johannesburg and Durban, the N4 highway between the Mozambican border and the Botswana border, as well as on the toll road sections of the N1, N2, N17 and the R30. “The tariffs related to the Gauteng Freeway Improvement Project will also be adjusted. There will be no adjustment of the Swartruggens toll plaza tariffs.

“Toll monies are used prudently to maintain and improve the road where tolls are paid. Toll roads are built at no cost to the fiscus, as the concept of toll roads places the funding burden only on those who use the road,” he said.
