‘Director not qualified for job’

SPECULATION is rife that the Koukamma Municipality operates a “jobs for comrades” scheme after employing an unqualified ANC municipal official to a key directorship post.

This is according to disgruntled residents, who are accusing the municipality of compromising quality, standards and service delivery for the sake of enriching its members.

They now demand proof of qualifications for the Director of Technical and Infrastructure Services, Olwethu Kwababana. Qualifications they do not believe she has.

Kwababana was appointed in October 2014 as the Technical Director of the Koukamma region – a key position in a region that is riddled with infrastructure problems. According to Derick Vrey, vice-chairperson of AfriForum in the Langkloof, Kwababana formed part of a multi-million Rand procurement di-saster in Amahlati Municipality in Stutterheim.

“Furthermore, she was still employed at Amahlati Municipality when she started working as Koukamma Technical Director. Her employment contract with Amahlati Municipality clearly stipulates that her contract is from July 1, 2014 to June 30, 2015.”

She thus left Amahlati Municipality three months after commencing work there.

Kwababana’s employment follows two disastrous appointments where the particular employees not only gave false information on their Curriculum Vitas, but were also involved with various fraudulent activities when it came to money and the awarding of contracts.

“The fact that they got away with it for an extended period of time and that none of the embezzled money was ever recovered or any convictions made, is a clear indication that those responsible for appointing staff members have no clue what they are doing,” says Vrey.
