The more kitchens, the greater the cost

HOME-OWNERS who wish to have more than one kitchen in their house need to submit an application for Single Residential B zoning or Consent Use with the municipality’s Town Planning department.

Planning, Development and Tourism Portfolio Councillor Bryan Dhludhlu said the municipality had recently received complaints from residents in this regard, questioning the legality of the practice.

“We would like to assure residents that this practice is not new. It is governed by law and applied indiscriminately to everyone who submits a building plan to the municipality,” he said.

Dhludhlu said that a property with only one kitchen would typically be classified as a single dwelling unit in terms of the law.

“However, as soon as there is more than one kitchen, the property can be used to house more than one family and is then classified as more than one dwelling.

“In order to ensure that there is sufficient bulk capacity to cater for the water, sewer and electrical requirements of the additional dwelling, augmentation fees are charged.”

According to the Jeffreys Bay Town Planning Scheme, promulgated in 1999, a “dwelling unit” is defined as a “self-contained, interleading complex of rooms with not more than one kitchen, and which in the opinion of the Council is utilised or intended to be utilised as a complete residence and accommodation for a person or a single family only, together with the outbuildings associated with such a unit.”

This definition applies to a category called “Single Residential A”, which is an ordinary house. If, however, a home-owner wishes to extend the house to have more than one kitchen, then an application for Single Residential B and Consent Use Application must be submitted to the municipality.

The municipality’s Town Planning department is situated at 16 Woltemade Street, Jeffreys Bay, in the old Sassa building.
