City’s new system to end delays

A NEW electronic system is expected to reduce the number of queries at the Msunduzi rates department and ease frustration over delays with rates clearance certificate applications.

Speaking at a meeting with conveyancers and the Pietermaritzburg Chamber of Business on Monday, Moges Pillay, Msunduzi rates department acting manager, said the system had been approved by council and was expected to be rolled out next month, pending legal department’s approval.

“When the application is uploaded, it will have a reference number and we will be able to track it internally and the conveyancer will also be able to track it externally using that number.

“It will reduce our queries because conveyancers will track the application process online.”

The applications will still be signed by five different sections prior to the assessment being issued and Pillay said each department will be given a specific amount of time to deal with the application.

Similar systems are currently being used by eThekwini, City of Johannesburg and the City of Cape Town metropolitan municipalities.

“There will still be human intervention, the five departments will be involved, and we’ll still run all assessments. We’re going with this because it’s going to expedite our side and it is free to council.”

While accessing the online system will be free of charge, conveyancers would be liable to pay an application fee. Pillay said free training on the new system would be provided to all stakeholders.
