Municipality improves internal controls

THE Msunduzi Municipality is making big strides in sorting out its internal control systems­ on water, sewer and electricity services.

Internal audit findings on the application for new water, sewer and electricity services reveal there are inadequate controls in the application process, customers are not billed timeously after water and sewer installations, water customers are not captured on the billing system, services are not supplied to customers within time frames stipulated by the customer services charter and that there is incomplete customer information captured on the billing system.

These findings have been rated as high risk and the overall audit opinion is that internal controls are ineffective for the management processes of the application of new services by customers.

This is problematic as the municipality will not be able to collect revenue in municipal rates from customers. With more homes not being connected on time and with information­ not captured correctly, a lot of homes are without water and sewer services. This is against the South African Constitution which states that everyone has the right to water.

A list of recommendations, aimed at improving­ the situation and internal controls, were proposed by the internal audit team.

The internal audit unit suggested that the municipality improves its internal controls and system by implementing data cleansing, the municipality needs to review and update its customer services charter to get more realistic time frames for applications, connections and billing will be implemented, and that bulk memos will be dealt with by the finance department.
