Municipality sends out blank utility bills

PIETERMARITZBURG residents are fed up with the incompetence of the Msunduzi Municipality when it comes to their water and electricity statements.

Residents have been receiving blank utility statements and when they contact the municipality about it they are apparently not assisted.

Keshnee Pillay told Maritzburg Fever she received her statement last Monday and it was blank.

“This is so frustrating because when we call the electricity department they don’t answer the phones. Even if we call the accounts department to find out how much we owe, no one answers.

“We can’t just leave our jobs and go to the offices because it is their fault in the first place,” she said.

Pillay said they are worried that when they do finally receive a complete statement the bill will be exorbitant.

“We have heard in some cases of people who got blank statements then when they received the complete statement the amounts ranged between R15 000 and R20 000.

“This is a huge inconvenience, they need to sort this problem out.”

Pillay said because she didn’t get any assistance from the municipality she will pay the amount she paid last month for water and electricity.

Acting Msunduzi Municipality spokesperson Siyabonga Hlongwa said the municipality is aware of the typographical error of blank statements for electricity and water sent to residents by the municipality billing system. since September 2017.

“The Municipal Revenue Section, SAP ISU Stream noticed the error and as a result this matter has been communicated to the printing service provider.

The Msunduzi Municipality has begun to rectify the error. It was discovered that the cause of the error was a technical interpretation problem with the page break in the statement file”

Hlongwa said people should note that Msunduzi Municipality implemented the new SAP system and procured new printers in July 2017.

“The possibility of technical error became inevitable at the initial stages when the SAP system was introduced, however, the error is being resolved by the municipality and the service provider.”

Hlongwa denied that the municipality sends residents bills with huge amounts after sending them blank statements.

“It must be noted that electricity and water charges are based on consumption, rates on property values, refuse and sewerage are fixed charges and these bills are posted on a monthly basis.

“The municipality would like to inform its customers that if a customer receives or has received a blank statement they ought to know that the correct statements have been reposted, the blank page is the second page and should be discarded.

“However, if the first page containing the charges has not been received, contact the Msunduzi Municipality Call Centre,” said Hlongwa.
