Pondering the water shortage

SINCE February, the water volume in Midmar Dam has been reported to lie between 44% and 46%, the last reading of 46% being on 14

This is a period of six-and-a-half months during which, for the most part, water restrictions have been applied to local residents. Over a similar period, the water volume in Henley Dam has been reported as being +100%, that is, a full dam and water flowing over the spillway.
The last reading was 101% on 14 August.

I ponder the following - if Midmar Dam does not change in volume over six months, are water restrictions then really necessary?

If restrictions are required, then why is the asset of Henley Dam and its waterworks not in operation to alleviate the situation in Msunduzi, rather than letting water go to waste over the spillway?
