THE saga of an alleged illegal student digs in Isabel Beardmore Drive continues to plague residents after students moved into the property preparing to start their year of study.

“There have still not been any notices regarding the change of status of the properties on any of the gates, and presumably nothing happened with the court case.

“A truck arrived loaded with beds and other furniture. Then the students started arriving and so far it looks as though there are about eight of them,” said resident Eric Thorpe. In December 2015, Maritzburg Fever ran an article on the issue in Isabel Beardmore Drive when Thorpe said he had been watching developments with growing concern as there has been no communication to residents that there are plans to have student accommodation developed.

At that stage the municipality confirmed that contravention notices had been served on the owner of the properties in question and that the owners were allowed 14 days to resolve matters as per the council legal processes, which expired on Sunday, 6 December, 2015. A summons was then being pursued.

“As mentioned previously, the property owner was summonsed and paid an admission of guilt fine. Council reissued notices on Monday, 1 February to the property owner. If they fail to comply summons will be issued,” said Nqobile Madonda, acting marketing and communications manager at the municipality.

This is but one of the issues of illegal­ digs in the Scottsville and Pelham areas where it is riddled with an influx of new students, especially at the beginning of the university semester, which began on Monday, 8 February.

Last year a presentation was given by a representative from the Msunduzi town planning department. At that stage about 40 matters had been logged with the municipality every week. Based on that about 100 contravention notices have been issued, 162 fines and 120 have been stopped.
