City is sorry for vehicle licence delay

The letter “Don’t ‘improve’ it break it” (20 October) refers: We apologise for any inconvenience that has been caused.

The problem did not arise in the City council processes. The challenges that have arisen from the transfer of the electronic national administration traffic information system (eNaTIS) between the national department of transport and the road traffic management centre (RTMC) have affected renewal notices across the country and continue to do so.

As a courtesy, the RTMC, which is a national agency, posts renewal notices about six weeks before car licence renewals are due, but it has always been the duty of the car owner to renew the licence before it expires.

Municipalities implement the car registration and licensing function on behalf of provincial governments. As such, the City is a registering authority on behalf of the Western Cape government and as soon as we were informed that no renewal notices had been posted by the RTMC, we immediately started putting in place plans.

We have, as timeously as possible, been communicating through a broad spectrum of media over the past weeks, have increased our capacity for car registrations online, have enhanced signage at our customer offices and are in communication with senior provincial government management to obtain the necessary authority from the department of transport to extend the 21-day grace period which applies to licence renewals.

The situation is being monitored and, where necessary, we will allocate staff from other offices to the busier offices.

We would like to again emphasise that motorists whose licence discs will expire on 31 October and are renewable by 21 November will also not be receiving renewal notices
