“Integration is a long-term process that includes identifying and working with children and adults who live and work on the streets, with the aim to rehabilitate them,” she said.

Finch said this was done through NGOs in collaboration with various stakeholders and was mostly shelter-based to ensure that rehabilitation work was done effectively and that the necessary skills required to sustain them once they were reintegrated, were instilled.

The shelter-based programmes include rehabilitation from substance abuse and training in life skills and technical skills that will improve their employability.

“We also want to urge residents and the public not to give food or money directly to homeless people, but instead to support their local shelter,” she said.

In this way, Finch said, homeless people could be approached in an environment where the resources were available to help them
